Ontario Responsible Gambling Controls & Player-Risk Intervention
How Ontario’s standards move beyond passive “gamble responsibly” messaging toward monitoring, intervention and player-support controls.
Ontario’s regulatory model requires operators to identify players who may be at risk of gambling harm and to intervene in ways proportionate to the risk. Responsible gambling is therefore an operating-control obligation, not just a footer slogan.
Risk monitoring
AGCO guidance says operators should use player behaviour, spend, time, account activity, customer-service signals, gambling-management-tool use and other available data to identify risk.
Examples of risk indicators
AGCO lists patterns such as chasing losses, higher-risk product use, erratic betting, failed deposits, cancelled withdrawals, binge gambling and repeated limit changes as examples that can inform risk assessment.
Intervention
Operators are expected to provide timely assistance and escalate responses as appropriate, potentially including personalized messages, active acknowledgement, play restrictions, breaks, suspension or closure.
Effectiveness review
Operators should assess whether interventions changed the player’s risk and respond again if concerning behaviour continues.
