Ontario’s regulated market separates regulatory oversight from market conduct and management. The AGCO registers and regulates operators; iGaming Ontario conducts and manages the competitive market through operating agreements with private operators, while OLG.ca operates under the OLG framework.

Authorization chain

For a private site to participate in Ontario’s regulated iGaming market, the operator must be registered by the AGCO and, with the exception of OLG.ca, have an operating agreement with iGaming Ontario.

Player eligibility

Regulated online gambling is 19+ and players must be physically located in Ontario when gambling on regulated private-operator sites.

Player protection

Ontario standards cover responsible gambling, self-exclusion, player-risk monitoring, identity and location controls, advertising, game integrity and other operator obligations.

Disputes

Players should first use the operator’s formal complaint process. Eligible unresolved disputes can then be escalated to iGaming Ontario for review, although iGO does not itself settle bets, refund wagers or award compensation.

Centralized self-exclusion

BetGuard launched May 14, 2026 and allows adults to opt out across Ontario’s regulated online gaming platforms through one portal.
